I vaguely recall my older sister having a silver necklace that left a green mark on her neck. Do silversmiths or jewelry manufacturers still make jewelry from silver or is it just limited to other objects like platters?

A lot of lower priced jewelry is made out of silver instead of white gold. Sterling silver jewelry, which is alloyed with 7.5% copper, can frequently be found in kiosks or even at stores like Target and Wal Mart, and is mostly used in earrings and pendants.
You mentioned the green mark. Unlike gold, silver tarnishes, or oxidizes, and causes it to turn green, and eventually black. However this can easily be polished at home with the proper solution and a polishing cloth.
Silver platters are nice too!
