is 1/7 ct. t.w. 10k a good choice for a promise ring?

Its good but I would go bigger like to a 14k or 20k

definately.
promise rings are typically less expensive than engagement rings.
if the typical engagement ring would be 0.50 --> 1.0 tcw, and made of wither 14k or 18k gold, a promise ring would typically have significcantly less diamond carats and could also be of lesser gold concentration (karats).
bottom line: 1/7 ctw in a 10k gold ring sounds good to me.
