It depends how far you want to go. nowadays there's designer jewelry out there for dogs. Look what Paris Hilton got her pet. They have matching owner & pet bracelets, and in a large range of prices. There's crystals which are elegant but won't put you out on the street, and then there's gold and diamond studded stuff in varying sizes of studs - and of course - prices. Fortunately for you - you have a dog, which is pretty easy to dress and adorn today. Imagine you had a pet iguana. Though I'm sure some very rich pet owner will soon make sure a whole line of iguana jewelry is available, if nobody already has...

There's lots of very elegant pet ID tag options that aren't too extravagant but are still quite flashy. you've got your sterling silver, your crystal (Swarovski and others), Of course you have your studs too. They don't have to be 5 carat diamonds of course, they can be a lot smaller and still add that bling. It all depends how crazy you want to go with this. Don't forget it's also an investment as any diamond is, and you can always sell it later. However, specifically regarding an ID tag, it's a bit risky, because if your dog does get lost (heavens forbid!) then whoever find her might like to keep the diamond... but I guess that's true about any piece of jewelry you adorn your pet with.
