If you have the option of buying a polished diamond, why would I consider buying a rough diamond? Seems like a less quality diamond to me!

Rough diamonds are basically exactly what the diamond looked like when it was dug out of the earth. There is often carbon and other material attached to it and so it is not as pure. when you buy a diamond that is cut and polished, essentially they have cut away the other "garbage" from the stone. Before they cut the diamond, they analyze the shape and decide which shape to cut it in to eliminate waste. What you are buying when you a purchase a cut and polished diamons is the best part.
On the other hand, diamonds that are cut and polished are more expensive due to the work that was involved in getting it to look like this. Additionally it is more eco friendly if you choose a raw diamond because less work (enerygy, etc.) has gone into the productio of it.

I see your point, but you shouldn't compare polished diamonds to rough diamonds. Rough diamonds are colorful jewelry that you should think of as gems. Think how fashionable you'd look wearing colorful gems or beads. Color is in! So really, take rough diamonds into consideration when buying your next necklace or bracelet. I don't think you will be sporting anything of a lesser quality!
