Is the depth percentage the same for all diamond cuts?

No. Fancy shapes really benefit from slightly added depth too, which helps optically correct for the stone's shape, and potential brightness. Since the round diamond is the perfect cut for displaying a diamond's brilliance the elaborate shapes (heart, marquise, etc.) are deformations of this ideal figure. As such, where you would be perfectly fine with a round diamond that had 59%, you would want your fancier shapes to have higher depth percentages.
To calculate the depth of all other "fancy" cut diamonds, use this equation: Depth (in mm) divided by total width (in mm). Depending on the cut of the stone, depth and width calculation results of fancy cut diamonds vary greatly from standard round cut diamonds.
