how does a diamond's florescence affect the diamond's color?

I am considering buying a diamond online and was told that if the diamond has a strong florescence I could actually go lower with the diamond's color grade. Is that true? I so, how low could I go in terms of diamond color?

IMHO there is no consensus among diamond and jewelry experts regarding the positive or negative effects of fluorescence. While some gemologists and industry experts claim that strong fluorescence can improve the appearance of a diamond with a low color grade, this is an assertion that is not accepted by all diamond professionals.
Let's consider for example an 'R' colored diamond with strong fluorescence. Such a diamond will still appear yellow, and the strong florescence will not cover for it. Were you to choose a 'K' or 'L' colored diamond, the fluorescence may improve the yellow, however, an 'R' color diamond would most likely not be influenced at all by the fluorescence and remain yellowish (or even yellow).
