I was told that Buyer is responsible for the cost for the KPC for Diamond purchases out of Ghana. Is this true?

These were th comments from Diamond Seller regarding Buyer responsibilties for KPC cost: buyer is always responsible for the KIMBERLY CETIFICATE,and the CHANGE OF OWNERSHIP. To buyers name. that is the stated law of diamonds exportation.

I'd love to answer your question but didn't quite understand all of it
Where exactly did you get this information from?
As far as I know, there are no "costs" for KPCs that any individual buyer should be responsible for.
They are just government validated certificates that are necessary in order to ship diamonds out of a country

What exact costs are you talking about?
