I am wanting to do the same thing...i have a 14K gold ring that i want melted down and made into a new band. There are also 7 bigger stones and 8 smaller stones on the ring that i want to be set into the 'new' band. The jeweler i talke to quoted me a pric

Since you are providing the gold and diamonds, the jeweler is charging you for labor only, which should be about a few hour's work, unless you are getting a brand new custom design. If the jeweler is using a ready made mould, I don't think that you should be paying more than $700-600 for a regular setting, and if it's a special design I really can't say. $1000 for a standard setting is very expensive just for labor IMO.
