Okay, here's the thing: I want to purchase a diamond online that is EGL certified. I've already learned that EGL has several labs world wide that consist of EGL USA, EGL International (Europe) and EGL Israel. From what I've learned, EGL USA is the best, EGL Europe is second and EGL Israel comes in last. So, when I see an EGL diamond certificate on an online jewelry site, how can I know which of the 3 labs graded the diamond and created the certificate?

I don't know if you've already made your purchase or not, but GIA is actually the most respected diamond grading lab in the industry. Not only did they develop the 4 C's grading system in the first place, but they have the strictest grading standards, which means you can be confident in the Four C's of your stone when you make your purchase. They are a nonprofit scientific lab and any reputable jeweler should be willing to offer you a GIA report. Hope this is helpful!

Although it is most of the time not that clearly indicated, there are actually tips that should help you figure out which EGL lab issued your diamond grading report.
EGL USA is the most simple. No real issue here as you will see written "EGL USA", black on white, on the report.
All diamonds certified by EGL USA have the letters "US" written prior to the 10 digit certificate number.
Diamonds from EGL International will have the 3 letters EGL before the 10 digit number.
In most of the cases, diamonds graded by EGL Israel will only have the 10 digits, without any letter.
What can also help, is to go check the internet link on the certificate, given for verification purposes.
These links, most of the time, are specific to each EGL lab and will provide you with that information.
If after checking all of this, you still cannot seem to identify the lab, simply look for one of the EGL's customer support number and speak to an agent, who will be able to tell you right away.
