Is Crossworks opening a new diamond polishing factory in Ontario, Canada?

I have heard the Crossworks, a De Beers sight holder company has opened a new diamond polishing factory in Ontario. Can someone tell the story in more detail, give background on this move, along with the purpose and the scale of polish expected in this new factory?

Crossworks Manufacturing has recently opened a new polished diamonds production factory in Sudbury, Ontario, Canada. Crossworks is part of the HRA group which one of the DTC (Diamond Trading Company) sight holders. Just over a year ago Crossworks won the privilege to purchase about 1/10 of all of the rough diamonds mined in the De Beers' Victor Mine in Northern Ontario. These diamonds would be cut and polished in the new factory, by 25-30 professional diamond cutters. The HRA group has been already the biggest diamond polishing company in the country, running factories in Sudbury, Vancouver and Yellowknife, purchasing Canada's rough diamonds and producing Canada branded diamonds. The new Sudbury diamond polishing factory utters the agreement between De Beers and Ontario's province government, intending to build diamond production industries adjacent to mining sites, allowing the native people to gain from the profits gained by the local diamond industry.

In the same article I've read, the CEO of the HRA Group (and of Crossworks) Uri Ariel stated that the diamonds unearthed in the Victor Mine are some of the most impressive natural stones on earth and the plan is to have them polished in Ontario. According to Ariel, Crossworks has a wonderful experience of diamond polishing in Canada and there's no doubt that the new Sudbury factory will be very successful. Dylan Dix, HRA manager added that diamond polished in Sudbury can provide Ontario and retailers a great opportunity to market high quality diamonds which are polished in Ontario.
