I am assuming you are talking about child labor practices in India and parts of Africa in the diamond industry.
Unfortunately, the child labor problem is linked to conflict diamonds, the red herring of the diamond trade. The practice is mostly present in countries where the diamond trade is linked to the government, such as in Zimbabwe - where the latest controversy over child labor and human rights has been ongoing since 2006.
Child Labor has been addressed and condemned by the Kimberly Process. Most of the Western World has committed itself to not purchase diamonds that were mined by children or via the suspension of human rights. In addition, many African nations have also committed themselves to stopping the practice as the numerous dictatorships that were prevalent through most of the 20th century transition to a western, democratic government.
However, there are a still hold-outs, which has made the process slow. In addition, the Kimberly Process can not force nations to obey its rules, it can only suggest. The other nations are the ones who can end the practice by banning the sale of such diamonds.
